Devry Inc. (DV) - 64.39, up 0.93 - Breakpoint 63.93

Hits New High, Profits to Leap 54% in Fiscal 2010, TTD Targets 76

                    TTD's Quality Rating of Stock - DV - ABOVE AVERAGE

    DV, based in Oakbrook Terrace, IL., operates several schools. Annual revenues: $1.7 billion. DV's stock breaks out from a six-week, cup-and-handle base today with a modest expansion in volume. DV is a leader and a top performer in the school group. So far today, DV is trading 1.2 million shares. Its average daily volume is 1 million shares.

  TTD highlighted DV as a breakout in our Jan. 27 report when the stock was driving through a breakpoint at 57.80.

  The stock then based again and now today clears another overhead resistance point.

  DV's 5-minute chart shows the stock breaking out in the morning over its breakpoint at 63.76. The stock then backtracked below the breakpoint, but then late in the morning came on again.

  In the afternoon, it put distance between its breakpoint finishing strong.

  TTD's clip of the big block trades shows the price rising sharply from $63.14 to $63.85.

  The tape action indicated good institutional buying. A key trade was a big block of 9,200 shares that crossed at $63.85, up from the prior block which crossed at $63.53.

  DV operates DeVry University, Ross University, Chamberlain College of Nursing, U.S. Education, Becker Professional Education and Advanced Academics.

  The company operates in four segments. Business, Technology and Management comprises the DeVry University.   Medical and Healthcare comprises Ross University, Chamberlain College of Nursing. U.S. Education; Professional Education comprises Becker Professional Education.  Other Educational Services comprises Advanced Academics and Fanor.

  DV's 9-month performance chart shows the stock appreciating 40% versus a 20% gain for the S&P 500 index. DV has been only a modest performer compared with many stocks which have roared back after falling sharply in the bear market. DV has been a consistent climber in recent years.

 DV's long-term chart shows a breakout from a 2-year base. The push to a new high is very bullish. It could well bring in more buying by the new high crowd on Thursday.

  DV's daily chart shows the gap move breakout in January. Thereafter followed a basing pattern with a cup and handle look. Notice the basing work is above the rising 50-day moving average line. That is bullish.

  The stock's TTD momentum indicator is very bullish.

  The stock's accumulation - distribution line (bottom of chart) has hit a new peak. That is good confirmation of the breakout. It shows there has been good buying in the stock while it based.   

  Analysts look for DV to post a 48% increase in net for the fiscal third quarter ending March 31. They look for net of  $1.03 cents a share, up from 70 cents a year ago. The highest estimate on the Street is at $1.15 cents a share.

  The Street has been lifting the estimates recently.

 Revenue growth is running at 28%.

  For the fiscal year ending June 30, the Street looks for DV's profits to jump 54% to $3.57 a share from $2.32 a share a year ago. The stock sells with a price earnings ratio of 18,. TTD sees that as low making the stock attractive for value investors.

  Looking ahead to fiscal 2011, analysts expect a 23% gain in net to $4.39 a share from the anticipated $3.57 a share.

  Strategy Opinion: DV's breakout is looks very good, especially with earnings estimates being bumped up recently. TTD is targeting DV for a move to 76 within the next few months, or sooner. A protective stop can be placed near 60. TTD rates DV a very good intermediate-term play.   

  Sponsorship: Excellent. The largest fund holder is 4-star rated Baron Growth Fund with a 5.1% stake. It has held its position steady. DV has 71.1 million shares outstanding.

  Insider Activity: Neutral. Insiders were buyers using stock options. They turned around and sold.  The latest selling was at $63.  Right now, 23 analysts follow the stock, 14 have a buy, up from 12 three months ago.

Commentary on TTD’s Feature Bear Play

VisionChina Media Inc. (VISN) - 5.11, down 3.09

Earnings Drop, TTD Sees Slide to 3.50

  VISN, based in China, provides advertising using real-time mobile digital television broadcasts to deliver content and advertising on mass transportation systems in China. Annual revenues: $123 million. VISN's stock falls sharply today on massive volume. The trigger: A big drop in earnings for the fourth quarter. So far today, VISN is trading a massive 12.4 million shares 36 times its normal daily volume of 335,000 shares. TTD sees more on the downside.

  VISN reported net for the fourth quarter dropped to 8 cents a share from 20 cents a year ago.

  Two brokerage firms downgraded the stock, Piper Jaffray Cos and Oppenheimer & Co.

  VISN's stock fell at the opening and finally made a bottom at 5.08 near noon. The stock then trended sideways the rest of the day.

  TTD's clip of the tape shows VISN's big block trades. One can see the price falling from $6.02 for the blocks to $5.28. The action indicated heavy institutional selling.

  VISN also lowered its outlook for revenues.

  This year, the Street was looking for a 20% increase in net. That outlook may be lowered.

 VISN's advertising network consists of digital television displays located on buses and in other selected locations, such as in subway trains in Beijing, that receive mobile digital television broadcasts of real-time content and advertising.

 The Company also operates a stationary advertising platform in subway stations in two major cities in China: Guangzhou and Shenzhen. It has 66,264 digital displays.

  VISN's chart shows a breakdown from a head-and-shoulder pattern on a gap move. The stock's TTD momentum indicator (top of chart) is bearish. The accumulation - distribution line (bottom of chart) takes a dive indicating massive selling.

 Strategy Opinion: TTD is targeting VISN for a decline to 3.50 within the next few months, or even sooner. The stock is extremely vulnerable to more on the downside. A protective stop can be placed near 5.80.
